Construction of building is regulated as per provision of The West Bengal Municipal (Building) Rules, 1996. No piece of land shall be used as a building site in Municipality unless the Board of Councilors is satisfied that:
Land record is in conformity with the proposed construction;
The level of the land is not lower than the level of the of the nearest public street;
The land is capable of being well drained by means of drainage facilities to existing public drains or drainage channels;
The soil of the site is likely to sustain the construction of the building thereon;
Where the site is within 5.00 meters of any side of a tank, the owner will take such measures in order to prevent any risk of drainage from such building passing into the tank.
Before submission of the building plan approval of building site (Form ‘A’) has to be obtained. Every person intending to erect a new building or to make addition and / or alteration to any building, shall apply for sanction giving notice in writing in Form ‘B’ along with the following :
Copies of documents showing that the applicant has exhaustive right to undertake such works;
Duly authenticated copies of receipts showing payment of tax to The Municipality for the quarter previous to the date of the application in respect of the land, building or portion thereof upon which the building is proposed to be erected, re-erected, added to or altered and declaration from the Municipality starting that there is no arrear dues payable to the Municipality;
A declaration stating the name, address and other particulars of Architect or LBS, etc. as the case may be along with their consent.

Certified copy of the reports of tests for stability of Slopes and for soil as per requirements in rule 4 and such test report should also indicate the maximum load that can be transformed to the soil of the particular site safety.
